ACTIVITIES AND FUNCTIONS OF PLANNING, RESEARCH & STATISTICS DEPARTMENT

The Department is responsible for policy formulation and analysis, socio-economic research, development and coordination of strategies for programme/project implementation, as well as building a reliable data bank and management information system for the Ministry.
The Department is headed by a Director with 4 Divisions and 2 Units:

    Functions
    The Functions Of The Department Include The Following:
  1. Responsibility for policy initiation and coordination;
  2. Coordinating Monitoring and Evaluation of Projects and Programmes of the Ministry;
  3. Serving as Secretariat of the National Council on Niger Delta;
  4. Supervision and Coordination of the Niger Delta Action Plan.
  5. Handling of all Inter-Governmental Relation Matters;
  6. Handling Community Relation Matters;
  7. Relating with Development Partners (World Bank, UNDP, PIND, etc) on all development matters;
  8. Conducting Policy/Sectoral research;
  9. Custodian of the Ministry’s Databank and Information Communication Technology;
  10. Preparation and Publication of Digest of Statistics on the Ministry’s Activities;
  11. Preparing policy briefs for the Ministry;
  12. Preparation and publication of quarterly, annual and other periodic reports for the Ministry;
  13. Processing Federal Executive Memorandum for the Ministry;
  14. Coordinating Handing Over Notes of Hon. Ministers and Permanent Secretary;
  15. Secretariat of the Ministry’s Policy and Planning Committee;
  16. Liaising with National Planning Commission on all Policy and Planning matters;
  17. Coordinating SDGs programmes for the Ministry;
  18. Liaising with other MDAs and non-governmental organizations on Policy matters;
  19. Covers Ministerial Meetings and Permanent Secretary’s Meetings;
  20. Report, document and publish all monitoring and evaluation activities in the Niger Delta region;
  21. Coordination and preparation of Ministerial Mandates, Achievements of the Ministry amongst other Reports;
  22. Coordinates the implementation of Strategic Implementation Work Plan (SIWP);
  23. Preparation of Annual, Bi – Annual and Quarterly report for the Ministry’s activities;
  24. Conducting socio – economic baseline studies in the Niger Delta region;
  25. Summarizing Federal Executive Council memos for ease of contribution by the Honourable Minister during Federal Executive council meeting;
  26. Relates with Communities, Stakeholders and NGOs operating in the Niger Delta Region (Oil & Gas Companies);
  27. Coordinate and ensure an effective monitoring and evaluation mechanism aimed at providing accurate up-to-date information for policy direction and decision making for the Ministry;
  28. Organizes periodic dialogue between Oil and Gas Companies and the host communities with a view to promoting healthy relationship; Peace and Security, Community Relations and Cooperate Social Responsibilities;
  29. ICT Support Services: Servicing and maintenance of all ICT equipment, Champions Web Portal System as well as Liaising with Galaxy on matter of ICT;
  30. Radio Frequency Identification (RFID) – powered E-File Tracking and E-Registry Computerization Solution System.
  31. Administration of Government Mailing (Gov.mail) System and Administration of MNDA Website www.nigerdelta.gov.ng and Socio-Economic Data Bank; and
  32. Any other matters that may be assigned by the Permanent Secretary or Ministers.

The department is the Secretariat for the Presidential Monitoring Committee on the Niger Delta Development Commission (PMC-NDDC), which is responsible for monitoring the Management of funds and implementation of Projects, as well as periodically reporting on operational records of the Commission. Ongoing Programmes and Projects
    National Council on Niger Delta (NCND)
  • The NCND is the highest advisory body to the Federal Government on policies development, programmes, and strategies for the development of the Niger Delta Region.
  • It is a veritable platform for engaging with critical Stakeholders of the Niger Delta Region towards ensuring the speedy development of the Niger Delta Region.

Monitoring and Evaluation (M&E)
The Department is statutorily responsible for carrying out Monitoring and Evaluation exercises on all the Ministry’s Projects and Programmes in compliance with the guidelines of the Federal Ministry of Finance, Budget and National Planning and the global M&E Standards.

Through its M&E Division, It also ensures the coordination and entrenchment of effective Monitoring and Evaluation mechanism in the Ministry towards achieving impact and development in the Niger Delta Region.
Reporting on Ministerial Mandates
The PRS Department coordinates the preparation of the Ministry’s Reports on the Ministerial Mandates, as well as interfaces with the Office of the Secretary to the Government of the Federation (OSGF) on the subject.

It should be noted, that PRS relies on inputs from the concerned Departments and the Niger Delta Development Commission (NDDC) to prepare the quarterly Reports.

    Harmonization of Development Plans
  • As One of the critical Five (5) Ministerial Mandates assigned by Mr. President, the Ministry is working with the Niger Delta Development Commission (NDDC) to harmonize the “Niger Delta Action Plan” and Niger Delta Regional Development Master Plan of the NDDC.
  • When the Plans are harmonized, a single developmental strategy to change the narrative of the region would be birthed.
    Strategic Implementation Work Plan (SIWP)
  • SIWP is a strategic tool for joint-work planning and coordination of investments into development and stabilization interventions in the Niger Delta to ensure maximum efficiency and impact.
  • SIWP e-Portal captures and provides information to the general public/stakeholders on all projects and programmes being implemented in the Niger Delta Region, and it is accessible at www.siwp.ng with over 400 projects and programmes of the Ministry and NDDC uploaded.
    The objectives of SIWP include:

    1. to provide a common framework for implementing concerted development in the region through joint work planning process;
    2. to deliver a strategic response based on a shared vision for development action by the agencies driving development in the region;
    3. to demonstrate the Federal Government’s commitment to peace and development within specified period. These are aimed towards instituting a culture of accountability by putting an end to resource wastages, duplication and abandonment of projects in the Niger Delta Region.

The SIWP initiative was approved at the meeting of Wednesday, March 10, 2021 by the Federal Executive Council as a tool for coordination of development activities of all Governmental and Non-Governmental Organizations operating in the Niger Delta Region
    Forensic Audit of Niger Delta Development Commission (NDDC)
  • The exercise was facilitated by the Ministry and carried out by Consultants, following the directive of Mr. President. The Forensic Audit covered NDDC’s operations for the period covering 2000 to 2019.
  • The Report of the exercise has been completed and submitted to the Presidency by the Ministry for implementation. The white Paper is being awaited.

    Major Achievements
  • Organized the 5th National Council on Niger Delta (NCND) in Uyo, Akwa-Ibom State in 2022;
  • Conducted Monitoring and Evaluation exercise on Ministry’s Projects in the Nine States of the Niger Delta Region in 2022;
  • Organized workshop for Staff of relevant Departments on implementation of National Development Plan (NDP) 2021-2025 and Public Private Partnership (PPP);
  • Facilitated the Retreat/Induction course for the new Board Members and Management of NDDC (January 2023);
  • Trained Officers of PRS and Technical Departments on reporting processes on the Ministerial Mandates to ensure effective and acceptable report by OSGF;
  • Effective maintenance of the Ministry’s Website at www.nigerdelta.gov.ng;
  • Conducted ICT trainings for Officers of the Department and Ministry;
  • Set-up the Ministry’s Performance and Coordination Unit on Ministerial Mandates; and
  • Strengthened the Ministry’s relationship with International and Development Partners, as well as relevant stakeholders;

Other MDAs
